Abstract | Research and recent international initiatives have shown that Transport Canada’s Arctic Shipping Pollution Prevention Regulations (ASPPR) need to be modified and updated. The Canadian Hydraulics Centre of the National Research Council of Canada has been conducting research on methods to improve and update the two navigation control systems contained in the ASPPR. NRC-CHC undertook research leading to a revised approach (Hybrid System) to navigation control and applied this approach to a Type B vessel to illustrate the Hybrid System. This system would redefine some of the existing Zone boundaries and allow mostly expanded windows for shipping using a combination of Ice Regime System Mandatory dates and Open Zone dates. This report summarizes the stakeholders’ comments and discussion on the proposed Hybrid System. |
