Abstract | The Packaging Corporation of America (PCA) mill is located on the south side of the Fort Frances-International Falls Dam, downstream of Rainy Lake. The PCA mill operations were interrupted on several occasions in 2018 and 2019, when water levels in the adjacent forebay fell below the minimum threshold for a water intake to operate.
The International Joint Commission (IJC) engaged the National Research Council Canada’s Ocean, Coastal and River Engineering Research Centre (NRC-OCRE) to conduct a study to investigate potential causes and factors contributing to the low-water events in the forebay. The study involved a review of historical data, and numerical hydrodynamic modelling to identify relationships between Rainy Lake rule curves (2000 rule curve and post-2018 high flood risk rule curve) and associated water levels in Rainy Lake, discharges at the Fort Frances-International Falls Dam, and water levels in the south forebay of the dam where the intake is located. |
