| Abstract | This paper reports a project on developing bibliographic instruction (BI), called CISTI Sextant, conducted in the NRC Information Centre, St. John's. From the perspective of the impact of electronic access on user information behaviour, the author analyzes the importance of BI in today's information climate, especially in IMD's scenario. By applying the Systems Approach Model for Designing Instruction, the BI development process involved is divided into eight interrelated stages: user needs assessment, information behaviour analysis, instruction objective establishment, instruction strategy development, design, revision, evaluation, and updating. While al these stages are covered, the emphasis is on user information needs and behaviour analysis.
